Minutes –Meeting April 2, 2009 11:00 am
Commissioner John Brennan called the meeting to order at 11am.
Roll Call by Civil Service Clerk Anna Hlywa: Commissioner John Brennan, Commissioner John Camardo and Commissioner Jack Hardy. Also present HR Director Karen Green, Corporation Counsel John Rossi and Planning Director Jenny Haines
Approve minutes of meeting held on March 5, 2009. Commis. Camardo motion to approve. Hardy 2nd. Motion carried 3-0.

New Business
· Approval of eligible lists #66-265, Planning & Economic Program Manager. List eligible for minimum of 1 year, maximum of 4. Motion to approve list by Commis. Camardo, second by Commis. Hardy. Motion carried 3-0.
· Revisions or approval of exam announcements for School Business Executive and Police Sergeant. Reviewed exam announcements. Commis Camardo motion to approve announcements. 2nd by Hardy. Motion Carried 3- 0.
· Request from Superintendent of Public Works, Jerry DelFavero to discuss revising attached job description for Labor Foreperson.
Jerry Delfavero: I have one Labor Foreman who is retired and the other is retiring in a couple of weeks. Now is the opportunity to change the job description so more supervisory skills are listed. In the past we have had a slight problem with lack of supervision, we currently have a sanitation foreman- Tom Gabak that was just appointed. I was looking at that job description which includes more supervisory duties.
Camardo: What exactly is changed in this min duties sheet?
DelFavero: Adding supervisory to it is really it and some record keeping.
Camardo: Who does this position report to?
DelFavero: The Public Works Supervisor or me the Superintendent of PW.
Commis Brennan: this looks good; I have no problem with it.
Camardo: No test – right - Still non- competitive. I motion to approve the new min duties for the Labor Foreman in the non-competitive class.
Hardy 2nd the motion. 3-0 Motion Approved.
Camardo: How did you make out with the Director of Municipal Utilities position?

Karen Green: Well, You may ask John Rossi any questions as well. There was some concern over the title and discussing in executive session.
Brennan: Do we need to go into Exec session?
John Rossi: No, this is fine.
Green: We advertised the job on the NYS Dept of Labor web site. Bob Game is leaving shortly; we are trying to quickly get someone in. No responses to the web site ad also I called them and took out some of the requirements to get some response and still nothing. To keep the
cohesiveness that Bob has created I will continue a weekly Wednesday meeting down at the plant. We also will advertise in 2 trade magazines.
Camardo: I have always had the best luck with Syracuse Post.
Green: I was thinking about also talking to the engineering firms that recently laid off. Out of a courtesy they may give us resumes of people they recently let go.
John Rossi: Which companies laid off - O’Brien & Geer?
Green: Yes
Camardo: You can post at SU as well.
Green. Yes, I have done that at SU and other colleges in the past. This position is a challenge.
Brennan: You’ll find someone. Motion to adjourn meting.
